He startes by telling us that with many other words he testified and exhausted them. He started by saying "and" that and there stands for addition in other words what he was saying is that he has already told them so many other things that has to do with their salvation which he feels that it is necessary that they should know and having told them that he went ahead to add to it. The verse started with "and" which means that anything said in this verse is just an addendum to what has already been said and one of the many things that he has already said is that we must be baptised and be reconciled to God. ...

You must first of all believe or know that you need this salvation because until you come to realize that you need this salvation you may not do anything about it.
